Why ACA exclusive matters
The ACA marketplace lead aggregator industry sells the same lead to 5–8 agents simultaneously. By the time you call, the consumer has already taken multiple agent calls — and during Open Enrollment, when a consumer can be on the phone with three agents in the same hour, "the lead is dead" hits hard. Industry close rates on shared ACA leads run 1–4%.
LeadCo's exclusive model: each ACA lead is sold to exactly one agent. No shared distribution. No resale. No aged-recycle. You're the first and only agent calling that consumer. Close rates on exclusive real-time ACA leads run 6–14% during Open Enrollment and 8–18% on subsidy-likely self-employed sub-segments.
ACA segments we sell
Self-employed / 1099 / freelance
Consumers shopping marketplace coverage because they don't have employer health insurance — solopreneurs, freelancers, 1099 contractors, gig workers, small-business owners, early retirees. This segment is more evenly distributed across the year (less Open Enrollment-concentrated than family ACA) because self-employed consumers shop based on tax-year planning windows, especially around quarterly estimated tax recalibration. Higher LTV — self-employed consumers tend to be more engaged and retain longer.
Family ACA marketplace
Households shopping marketplace coverage during Open Enrollment or after a Qualifying Life Event. Higher volume than self-employed during Nov 1 – Jan 15. Subsidy-eligibility filtering available where consumer disclosed estimated household income.
Loss-of-coverage SEP
Consumers who recently lost employer coverage (job change, layoff, COBRA exhaustion, age-out at 26) and have a 60-day Special Enrollment Period to enroll on the marketplace. Highest urgency segment; consumers actively need to replace coverage on a deadline. Often paired with the COBRA-vs-marketplace decision tree which subsidized marketplace usually wins for those with reduced income.
Geographic and intent filtering
- State — match your marketplace certification footprint
- County or ZIP — territory definition for agencies
- Segment — self-employed only, family only, all ACA, etc.
- MAGI band — best-effort filter for subsidy-likely (sub-400% FPL) vs unsubsidized; based on consumer-disclosed household income at form submission
- Daily/weekly cap — match agent capacity
- SEP vs OE — SEP-triggered leads can be filtered separately for agents specializing in mid-year placement

ROI math worked example
Established ACA-certified agent, Open Enrollment, self-employed segment at $40/lead:
- 100 leads × $40 = $4,000 cost
- 10% close rate = 10 enrollments
- Average ACA marketplace commission ≈ $24/month per member-month, paid as long as enrollee retains policy
- 10 enrollments × $24 × 12 months = $2,880 first-year revenue
- Plus ongoing renewal commission (typical persistency: 2.5–4 years for self-employed)
- Net positive within year 2; multi-year LTV typically $7,000–$11,000 per cohort
Representative example, not a guarantee. Self-employed segment commands premium pricing and earns it via higher LTV. Family-segment LTV is typically lower (more frequent plan switching).
TCPA compliance
Same as Medicare: prior express written consent via affirmative checkbox, explicit consent language naming licensed agents, full audit trail (timestamp, IP, user agent, source URL, exact consent text) captured and retained 4 years.
